OFAC Sanctions List Service
OFAC Sanctions List Service
The U.S. Treasury's Office of Foreign Assets Control (OFAC) publishes its Specially Designated Nationals (SDN) list and its consolidated non-SDN sanctions lists as downloadable XML, CSV, fixed-width and delimited files, plus delta files of changes. Records name the designated individuals, entities, groups, vessels and aircraft with their sanctions programs, aliases, addresses and identifiers; no key is needed.
Coverage
Current U.S. sanctions designations across OFAC's programs; the SDN and consolidated list files are complete current lists (delta files carry only changes), and the SDN publication dated 2026-10-28 held about 19,500 entries. OFAC does not keep archived versions of the lists, but its change archive records SDN list changes back to 1994. There is no fixed release schedule: OFAC says list changes "can be sporadic".
Verdict
A screening and event signal: new designations, removals and program tags flag counterparties, vessels and aircraft blocked by OFAC, which matters for compliance and trade-risk agents and for spotting sanctions shocks to specific companies, shipping or sectors. The SDN list names individuals, so treat a name match as a potential match to review, not a confirmed identity. Changes arrive on no fixed schedule; OFAC's FAQ describes scheduled downloads and refreshing with the full comprehensive files. The SDN XML header carries a Publish_Date, which you can compare between downloads. This covers U.S. lists only; EU, UK and UN sanctions lists are published separately.

Use in your agent
Load the OFAC SDN list into pandas and Parquet. Checked against the provider's documentation on Nov 2, 2026.
Access
- No account or key. Files download over HTTPS from OFAC's Sanctions List Service.
- The SDN and consolidated non-SDN lists come in XML and CSV; the XML starts with a Publish_Date and Record_Count header.
Request
curl -L -o SDN.XML 'https://sanctionslistservice.ofac.treas.gov/api/PublicationPreview/exports/SDN.XML'Format
XML sdnList with publshInformation (Publish_Date, Record_Count) and one sdnEntry per record: uid, lastName, firstName, sdnType (Individual, Entity, Vessel or Aircraft), programList, akaList, addressList, idList and, for vessels, vesselInfo.

Limits
- Rate limits: Not stated.
- Files are large (the SDN XML was about 29 MB on 2026-11-02), so download on a schedule rather than per lookup.
Quirks
- SDN.CSV has no header row; the XML carries named fields.
- OFAC keeps only the active lists, not archived versions, so keep your own dated copies if you need point-in-time history.
- Individuals, entities, vessels and aircraft share one list; sdnType tells them apart.
Terms and attribution
- The checked OFAC pages state no separate data licence or reuse terms.
