EU Consolidated Financial Sanctions Files
EU Consolidated Financial Sanctions Files
The European Commission publishes consolidated EU financial-sanctions records as keyless CSV, XML and PDF files, with an XSD for XML consumers. Records describe sanctioned people, groups and entities through names, programmes, legal-basis references, remarks, addresses, birth data, citizenships, identifiers and EU reference numbers; no key is needed.
Required Attribution:
Give appropriate credit to the European Union, link to CC BY 4.0 and indicate changes; the Commission notice displays "© European Union, 1995-2026".
Coverage
The dataset is EU-wide, was issued on 31 May 2016 and declares a daily update frequency. The Commission warns that file updates can lag the relevant publications in the Official Journal of the European Union, which alone are authentic.
Verdict
This is an official entity-risk signal for EU asset-freeze and related financial-sanctions screening. Names, aliases, birth details and addresses can support matching, but a row is not a final identity determination and the public register includes personal details of designated people. The Commission says the consolidated file can contain omissions or mistakes and may trail the Official Journal, so legal decisions need the cited Official Journal act. The files are snapshots rather than a historical change feed; archive dated copies if change analysis is needed.

Limits
- Rate limit: Not stated.
- The provider declares daily updates but warns that the dataset may lag Official Journal publications.
- The files are complete snapshots, not query responses or a dated change-history service.
Quirks
- The CSV uses semicolons, begins with a UTF-8 byte-order mark and repeats Entity_logical_id across linked names, addresses and other attributes.
- Date_file is the snapshot's data date; it can be earlier than the download date.
- Only Official Journal information is authentic, so preserve Leba_url and EU_ref_num for verification.
Terms and attribution
- The checked CSV 1.0 distribution is labelled CC BY 4.0.
- Reuse requires appropriate credit and an indication of changes; identifiable-person or third-party material can involve additional rights.
